Building a Safer, Greener, More Connected Esmond Village
The Town of Smithfield and the Woonasquatucket River Watershed Council (WRWC) have secured funding to advance the Linear Natural Infrastructure Park Project in Esmond Village.
This exciting initiative will focus on improving safety, reducing flooding, enhancing water quality, and creating stronger walking and biking connections throughout the community.
Funding Partners
This work has been made possible through the support of several key funding partners, including:
- The 2024 Southeast New England Program (SNEP) Watershed Implementation Grant Program
- Congressman Gabe Amo and Senators Jack Reed and Sheldon Whitehouse through FY24 Congressional Project Funding
- The Rhode Island Department of Transportation (RIDOT) Environmental Division
About the Project
The project area includes Waterman Avenue between Esmond Mill Drive and Esmond Street, nearby commercial areas, and portions of the Woonasquatucket River.
The project team will explore the design of a separated multi-use path alongside new green infrastructure improvements aimed at better managing stormwater and enhancing the overall character of the neighborhood.
The Linear Natural Infrastructure Park initiative is designed to create a more resilient and connected Esmond Village while supporting environmental health and community access.
Why This Project Matters
Esmond Village currently contains a high concentration of impervious surfaces, including roads, parking lots, and paved areas. During heavy rain events, stormwater runoff from these surfaces can contribute to flooding and water quality issues in the Woonasquatucket River.
This project aims to address these challenges while creating a safer, more accessible, and more enjoyable environment for residents, businesses, and visitors.
Project Goals
The Esmond Village Linear Natural Infrastructure Park Project aims to:
- Reduce flooding along Waterman Avenue
- Improve water quality in the Woonasquatucket River
- Create a safe, separated path for walking and biking
- Add green infrastructure that supports long-term environmental health
- Strengthen connections between Esmond Park, local businesses, and surrounding neighborhoods
Anticipated Schedule
Project planning and design began in Spring 2026.
The project will move through several phases, including:
- Site assessments
- Preliminary design
- Permitting
- Final design development
